Ezequiel Heffes is a Senior Policy and Legal Advisor at Geneva Call, a humanitarian NGO that promotes respect of humanitarian norms by armed groups and de facto authorities, and a Visiting Researcher at Georgetown University. He holds a PhD from the University of Leiden (Grotius Centre for International Legal Studies), an LL.M. in IHL and Human Rights from the Geneva Academy, and a law degree from the University of Buenos Aires School of Law. Prior to joining Geneva Call, he worked as a field and protection delegate and as a head of office for the International Committee of the Red Cross in Colombia, Afghanistan and the Democratic Republic of Congo. Ezequiel participates in different research projects and has widely published on different international law issues. He is the author of Detention by Non-State Armed Groups under International Law (Cambridge University Press, 2022) and the co-editor of International Humanitarian Law and Non-State Actors.
