Wendy Chow

Wendy Chow is General Counsel at Cityblock Health, Inc., a mission-driven, tech-enabled healthcare provider serving underserved communities. She leads the company’s legal function, setting strategy and overseeing all aspects of legal services, including corporate governance, client and vendor contracting, regulatory compliance, labor and employment, and legal operations. A recognized thought leader on legal innovation, Wendy focuses on outcomes-oriented solutions through the effective use of legal operations and technology.


Previously, Wendy served as Associate General Counsel at the Visiting Nurse Service of New York, advising across its home care, hospice, and health plan entities. She began her career in private practice, first as an associate at Bradley Arant Boult Cummings, LLP in Nashville, focusing on healthcare transactions, and later at Garfunkel Wild in New York, concentrating on healthcare compliance and regulatory matters.


Beyond her in-house leadership, Wendy is an advisor and Startup Showcase judge for The LegalTech Fund Summit, a founding member of The Guild, a community for women leaders in technology, and an alumna of the 92NY Women inPower Fellowship. She is also a frequent speaker on modern legal practice, legal operations, and women’s leadership in the profession.

Wendy earned her J.D., cum laude, from Loyola University New Orleans College of Law, where she served on the Loyola Law Review, and her B.A. in psychology and political science from Emory University.
