Nicholas Levy is a partner of the London and Brussels offices of Cleary Gottlieb Steen & Hamilton. His practice focuses on EU and U.K. antitrust law.

Mr. Levy has extensive experience in notifying mergers and joint ventures under the EU Merger Regulation and U.K. Enterprise Act, coordinating the notification of international transactions, and advising on all aspects of antitrust law, including anti-cartel enforcement, collaborative arrangements, vertical agreements, and unilateral conduct.  Over the past 30 years, he has been involved in numerous matters before the European Commission, the U.K. Competition & Markets Authority, the EU Courts in Luxembourg, and the U.K. Competition Appeal Tribunal.

Consistently recognized by Chambers as one of the leading antitrust lawyers in Europe, Mr. Levy was a finalist in Global Competition Review’s “Lawyer of the Year Award” in 2012 and 2017.  Nominated as one of the “Top 10 Antitrust Lawyers Globally” by Legal Media Group’s Guide to the World’s Leading Lawyers, he was named Global Competition Review’s “Dealmaker of the Year” in 2015, “Competition Lawyer of the Year” at the ILO Client Choice Awards in 2010, and “Competition Lawyer of the Year” by International Who’s Who Legal in 2009.

Mr. Levy has written on a broad array of European competition law issues and has authored a two-volume treatise on the European Merger Regulation entitled European Merger Control Law: A Guide to the Merger Regulation, published by LexisNexis.  In 2023, he authored, together with Ioannis Kokkoris, the Research Handbook on Global Merger Control.  In 2015, he was awarded the Best Antitrust Business Article (Mergers Category) by the Concurrences Antitrust Writing Awards.  

Mr. Levy is a frequent speaker at conferences and has taught classes at, among others, Columbia Law School, King’s College London, and the Universities of Oxford, Fordham, New York, and Queen Mary University of London.  Since 2010, he has delivered each year a three-part graduate course on European merger control as part of the Brussels School of Competition LL.M. in Competition Law organized with the University of Liege and Saint-Louis University.  In 2022, he launched Antitrust Review, a series of podcast interviews with leading figures from the world of antitrust.  

Mr. Levy joined Cleary Gottlieb in 1990 and became a partner in 1999.  He is a graduate of Oxford University and the City University of London.  Mr. Levy is a member of the Bar of England and Wales and a solicitor of the Senior Courts of England and Wales.
