Join CSIL for a discussion with Professor Michael Doyle on Responsibility to Protect in Libya.  Evolving out of the failures to protect in Rwanda and Bosnia, Doyle argues that Responsibility to Protect has become both a license to and leash against forcible intervention.  Professor Doyle is the Harold Brown Professor of U.S. Foreign and Security Policy, a three-fold appointment in the School of International and Public Affairs, Department of Political Science, and Law School.
