Neysun A. Mahboubi is a research scholar with the Center for the Study of Contemporary China and a lecturer in law at University of Pennsylvania School of Law.  Passage of China’s Administrative Litigation Law in 1989 marked the culmination of a particularly vibrant period in Chinese legal and even political reform. Against the backdrop of history and expectations, this talk offers a preliminary evaluation, based on recent field research in several Chinese localities, of the revision of the Administrative Litigation Law that went into effect on May 1, 2015.
