Professor Sai Prakash (UVA) will speak about the time in which various forms of federal law must be perfected from beginning to end. For instance, can the Senate act on a bill passed by the House 20 years ago and then present the bill to the President without renewed contemporaneous action by the House? He will also address this issue with regard to treaties and constitutional amendments. Lunch will be served.
