Animal cruelty prosecutions are expanding in number and scope. This creates the opportunity to broaden who society considers being worthy of meaningful protection under the law. Is the capacity to suffer enough to redefine what it means to be a victim? Should all sentient beings be entitled to greater protections against criminal activity?
