Stephen W. Preston, the chief legal officer at the Central Intelligence Agency, recently spoke at a closed-door forum for students, faculty, alumni, and invited guests at Columbia Law School. (His remarks have since been made public.) In Preston’s presentation, titled “CIA: Lawless Rogue or Regulated Business?” he discussed how CIA activities, such as the raid on Osama bin Laden’s compound, are stringently reviewed and approved.
