Victor Olds is the First Deputy Commissioner for the New York City Department of Investigation. Mr. Olds’ prior positions include General Counsel for the New York City Department of Youth and Community Development, Senior Counsel for Legal Services for New York City, Managing Director & General Counsel for Bedford-Stuyvesant Community Legal Services Corporation (one of several local affiliates of Legal Services for New York City), Vice President and Senior Attorney with Morgan Stanley,  Assistant Attorney General In-Charge of the New York State Attorney General’s Harlem Regional Office, and  litigation partner with Holland & Knight LLP in New York City where he handled federal grand jury investigations, trials and appeals of complex civil litigation, white collar criminal defense matters and arbitrations. 

For twelve years, from 1988 through 2000, Mr. Olds served as an Assistant United States Attorney for the Southern District of New York in both the Civil Division and the Criminal Division in the General Crimes, Public Corruption and Securities Task Force units.  Mr. Olds is also a Special Master for the Appellate Division of the New York State Supreme Court (First Department), an Adjunct Professor of Law at Columbia Law School and at Fordham University School of Law, and is formerly an Adjunct Professor of Law at Brooklyn Law School where for 13 years he taught trial and appellate advocacy. 

In addition, Mr. Olds has had numerous articles on trial and appellate litigation practice published in the New York Law Journal, served as a Program Chair of the New York City Bar Association’s CLE Litigation Programs from 2005 through 2009, and has been an instructor both at the U.S. Department of Justice Advocacy Institute and the National Institute for Trial Advocacy (“NITA”).  Mr. Olds also serves on the Federal Bar Council (Second Circuit Courts Committee; Assistant Secretary of the Federal Bar Foundation), the New York City Bar Association (previously, the Litigation Committee and the Judiciary Committee; present member of the Executive Committee), and was appointed by Mayor Michael R. Bloomberg as a Commissioner of the Civilian Complaint Review Board where he served from 2002 through 2008.  Mr. Olds is also a Harvard Law School Wasserstein Public Interest Law Fellow.
