Biography
Franz
C. Mayer holds the chair in
Public Law, European Law, Public International Law, Comparative Law, and
Law and
Politics at the University of Bielefeld (Law Faculty). He studied law,
political science, and history at the Universities of Bonn and Munich,
the
Institut d'Etudes Politiques de Paris (Sciences Po Paris), and at Yale
Law School.
Mayer was a Senior Emile Noël
Fellow,
NYU School of Law 2011, was a visiting researcher at Harvard Law School in 2000, and has been an
annual visiting lecturer at the University
of Warsaw since 2000. He was also a visiting professor at Paris 1
(Panthéon-Sorbonne), Paris 2 (Panthéon-Assas),
and the European University Institute.
Mayer's teaching and research
interests focus on European constitutional and administrative law, on
comparative law, on the relationship between European law and politics, on
parliaments in times of globalization, on Internet law, as well as on international
law and public law. He served as counsel to the German Parliament in the Treaty of Lisbon trial at the German
Constitutional Court in 2008–2009 and in the case on the Euro stabilization
mechanism in 2010–2012. He has frequently testified as an expert witness in
parliamentary hearings on constitutional law and EU law.
