DESCRIPTION:Peter Olson is the Legal Adviser to the Secretary General and the international staff of the North Atlantic Treaty Organization, and the senior lawyer in NATO.  He is responsible for all legal aspects of NATO headquarters' institutional, internal and external relationships and operations.  \nMr. Olson served over 30 years in the Office of the Legal Adviser of the U.S. Department of State.  Following initial assignments in treaty, maritime, environmental and nuclear nonproliferation law, he was in succession the principal legal adviser at the Department of State for inter-American affairs, for ethics and personnel, for arms control and verification, and for European affairs.  His core professional focus before arriving at NATO was on European organizations, notably the European Union and the OSCE, and on Balkans matters.  \nMr. Olson has also served as Deputy General Counsel for the U.S. Arms Control and Disarmament Agency and ran major  USAID democratization programs in South Africa during the final years of the apartheid regime and in the Southern Africa Development Community (SADC) in the 1990s.\nMr. Olson is a graduate of the Harvard Law School.

DESCRIPTION:Join us on Monday, November 26, 2012 from 4\:00-5\:30 pm in the Jerome Greene Annex for an interactive workshop on &#8220;Lawyering for Change in Gender and Sexuality Law.&#8221;   This workshop is the second in the &#8220;Lawyering for Change in Changing Times&#8221; series sponsored by the Law School&#8217;s Public Interest Committee to engage with questions about current and future roles and opportunities for lawyers interested in addressing social justice issues. As has become clear after the recent election and in the marriage cases currently seeking review at the U.S. Supreme Court, lawyers have a significant role to play regarding an array of gender and sexuality issues, including access to contraception; work/family balance; trafficking; and LGBT equality, among many others. This session will bring together students, faculty, staff, and practicing lawyers to talk and brainstorm together about using legal training in multidimensional ways - and in a rapidly changing climate - to address these and other sexuality and gender law issues. Even as conventional lawyering strategies continue, litigation and legislative advocacy are hardly the only fronts on which lawyers are working. The session aims to provide a forum for thinking together about these and other roles, as well as the challenges and emerging opportunities for lawyers interested in doing work in this area. DESCRIPTION:You are cordially invited to attend THE CENTER ON GLOBAL GOVERNANCE Fall 2012 Speaker Series \nCo-Chairs\: Professors Richard Gardner and Michael Doyle \nJAN ELIASSON, Deputy Secretary-General of the United Nations, will be speaking on &quot;Strengthening Peace, Development and Human Rights through the Rule of Law.&quot; \nShort biography\: \nOn 2 March 2012, Ambassador Jan Eliasson was appointed Deputy Secretary-General of the United Nations by Secretary-General Ban Ki-moon. He took office as Deputy Secretary-General on 1 July 2012. \nAmbassador Eliasson was from 2007-2008 the Special Envoy of the UN Secretary-General for Darfur. Prior to this, Jan Eliasson served as President of the 60th session of the UN General Assembly. He was Sweden&#39;s Ambassador to the US from September 2000 until July 2005. In March 2006, Mr. Eliasson was appointed Foreign Minister of Sweden and served in this capacity until the elections in the fall of 2006. \nAmbassador Eliasson served from 1994 to 2000 as State Secretary for Foreign Affairs, a key position in formulating and implementing Swedish foreign policy. He was Sweden&#39;s Ambassador to the UN in New York 1988-92, and also served as the Secretary-General&#39;s Personal Representative for Iran/Iraq. \nMr. Eliasson was the first UN Under-Secretary-General for Humanitarian Affairs and was involved in operations in Africa and the Balkans. He took initiatives on landmines, conflict prevention and humanitarian action. 1980-1986, Mr. Eliasson was part of the UN mediation missions in the war between Iran and Iraq, headed by former Prime Minister Olof Palme. In 1993-94 Mr. Eliasson served as mediator in the Nagorno-Karabakh conflict for the Organization for Security and Co-operation in Europe (OSCE). He has been a Visiting Professor at Uppsala University and Gothenburg University in Sweden, lecturing on mediation, conflict resolution and UN reform. Ambassador Eliasson has had diplomatic postings in New York (twice) Paris, Bonn, Washington (twice) and Harare, where he opened the first Swedish Embassy in 1980. \nPrior to his appointment as Deputy Secretary-General, Jan Eliasson also served as Chair of Water Aid/Sweden and a member of the UN Secretary-General&#39;s Advocacy Group of the Millennium Development Goals (MDGs). \nMr. Eliasson graduated from the Swedish Naval Academy in 1962 and earned a Master&#39;s degree in Economics and Business Administration in 1965. He was born on 17 September 1940 in Goteborg, Sweden. He has provided legal advice on issues arising from domestic and\ninternational operations and was intimately involved in providing legal advice\nat the strategic and operational levels during the planning and execution of\nthe Canadian Forces participation in the Campaign Against Terrorism.\nHe has participated in many Canadian Force missions as a\nlegal advisor including; as legal advisor to Commander Canadian Contingent\nUnited Nations Protection Force (UNPROFOR) and the United Nation Peace Forces\n(UNPF) in the former Yugoslavia in 1994 and 1995; the Senior Legal Advisor to\nthe Commander Canadian Task Force Bosnia-Herzegovina (SFOR) from February to\nSeptember 2000. Richard Alderslade has worked for thirty-five years in public health, national and local health administration, research and higher education in the United Kingdom, and for ten years in humanitarian and development international health. Internationally he has worked for eight years in humanitarian public health work with the World Health Organization, Regional Office for Europe, including five years managing all the Office's humanitarian programs within the Region. He was then for 4 years Senior External Relations Officer at the World Health Organization's Office at the United Nations in New York. Martins will outline major provisions of the Military Commissions Act of 2009--which reformed a system much criticized when established in 2001 by presidential order--and will address the due process protections, constitutional authority, established sources of law, narrowness of jurisdiction, oversight by United States federal civilian courts, compliance with international legal obligations, public trial requirements, and transparency measures that characterize the reformed military commissions.  Martins will also address continuing challenges to the reformed system's legitimacy, suggest what will be necessary to surmount perceptions of "victor's justice," and offer thoughts on the future of efforts to hold al Qaeda and associated forces accountable under law.Initial remarks will be on the record and subject to no restrictions on republication.  Much of the time will be reserved for questions; while trial counsel are precluded from discussing specifics of ongoing prosecutions, queries of the speaker on broader questions are encouraged.  The Chatham House Rule will be in effect during the question and answer period to stimulate open discussion and the sharing of information. Please refer to the registration website for full details concerning NYS CLE for this program). \nMost investment treaties include two arbitral clauses\: one permitting investor-state arbitration and another permitting state-to-state arbitration. However, almost no analysis exists about the extent and limits of state-to-state arbitration or how such arbitration interacts with investor-state arbitration conducted under the same treaty. A number of recent cases - including Peru v Chile, Italy v Cuba and Ecuador v United States - are focusing a spotlight on these issues. State-to-state clauses typically permit claims about the "interpretation and/or application" of the treaty. But does this mean that states can bring interpretive claims that would affect ongoing investor-state disputes or bind future investor-state tribunals? Can a home state bring and/or settle a diplomatic protection claim on behalf of its investors, even if those investors do not consent? These and many other questions remain unanswered.
