DESCRIPTION:The Center for Law and Economic Studies' Guest speaker for today's Law and Economics Workshop will be Tom Baker, William Maul Measey Professor of Law and Health Sciences, University of Pennsylvania Law School, presenting "Protecting Consumers from Add-On Insurance Products\: New Lessons for Insurance Regulation from Behavioral Economics," authored with Peter Siegelman. \nAbstract\: Informed observers of insurance markets have long marveled at the high prices charged for a wide variety of low value insurance products sold as &quot;add-ons&quot; to consumers buying other products and services. This article examines three examples of add-on insurance products &#45; extended warranties for consumer products, loss damage waivers for rental cars, and credit life insurance. We develop a behavioral economic analysis of these products that helps explain why people buy them and, more importantly, why competition fails to reduce their prices to something approaching their cost. We discuss the implications of this analysis for insurance regulation, exploring four possible strategies\: improved disclosure of the terms of add-on insurance products, a ban on the sale of the products as an add-on, price regulation, and the use of information technology to create a robust market at the point of sale. Drawing from recent U.K. experience, we recommend a mixed approach for the three specific products we examine\: a ban on the sale of credit life insurance and extended warranties as add-on insurance products and a new, on-line market for car rental insurance that customers can access at the car rental desk. SUMMARY:"America & Pakistan\: Prospects for the Relationship" Cameron Munter, former U.S. ambassador to Pakistan
DESCRIPTION:HRI invites you to a lunch time discussion with Cameron Munter, former US ambassador to Pakistan and current CLS visiting professor.  A recently retired career foreign service officer, Munter was the ambassador to Pakistan from 2010 to 2012, a posting that spanned some of the most challenging and difficult issues in U.S. diplomatic relations. His tenure included the bin Laden raid, the Raymond Davis affair, increased U.S. drone attacks in Pakistan, a U.S-led NATO strike that killed roughly two-dozen Pakistani soldiers, and engagement with Pakistan over human rights issues.  Munter will discuss the foundations of U.S.-Pakistan relations, the current difficulties faced, as well as speculating on the future of this relationship.\nWhile in the Foreign Service, Munter served in a variety of roles, including in Iraq as deputy chief of mission in 2010. In that position, he oversaw civilian and military cooperation in planning the drawdown of U.S. troops. In 2006, he led the first-ever provincial reconstruction team in the city of Mosul.

Perelman Senior Fellow, Richman Paul Center for Business, Law and Public Policy \nSponsoring Organizations\: Workers&#39; Rights Student Coalition, Unemployment Action Center \nPlease join us at Columbia Law School on November 20 for a special public event, The Changing Nature of the Employment Relationship, featuring George Jepsen, Attorney General of Connecticut, and Andrew L. Stern, Ronald O. Perelman Senior Fellow at the Richman Paul Center for Business, Law and Public Policy. Mr. Stern and Attorney General Jepsen will discuss the breakdown of the traditional employer-employee relationship and the role that state regulators, employers and workers can play in resisting or influencing these changes to ensure that\: workers receive the wages and benefits to which they are entitled by law, businesses compete on a level playing field, and states can establish and sustain healthy workers&#39; compensation and unemployment insurance programs and collect tax revenue properly arising out of the employment relationship. This topic lies at the heart of the social and economic fabric of the country, affecting the state of trust, sustainability and competitiveness at every level. \nGeorge Jepsen is the 24th Attorney General to serve Connecticut since the office was established in 1897. The Attorney General is a constitutional officer, the state&#39;s chief legal officer and serves as legal counsel to all state agencies. Attorney General Jepsen is a member of the National Association of Attorneys General, where he serves as co-chairman of the Antitrust Committee. He was also a member of the executive committee and negotiating team that resulted in a $25 billion settlement with the nation&#39;s five largest banks over mortgage foreclosure abuses. It was the largest joint federal-state settlement in history. Before taking office, Jepsen was a practicing lawyer for more than 26 years, most recently at the Hartford law firm of Cowdery, Ecker and Murphy, LCC, in the areas of corporate transactions and civil and appellate litigation.
